Abstract:
"Die Globalisierungs‐ und Europäisierungsprozesse der vergangenen Jahrzehnte haben zu einem zunehmenden Demokratie‐ und Öffentlichkeitsdefizit auf der supranationalen Ebene geführt. Eine Möglichkeit, diesem Defizit zu begegnen, besteht in der wechselseitigen Wahrnehmung der nationalen Öffentlichkeiten durch die Rezeption der Mediendebatten in anderen Nationalstaaten. Mit Hilfe einer Sekundäranalyse von Eurobarometer‐Umfragen untersuchen wir, inwieweit die Bürger in den 27 Ländern der EU ausländische Medien wahrnehmen und welche Faktoren diese Form der Partizipation an einer transnationalen Öffentlichkeit erklären. Die Ergebnisse zeigen, dass nur eine sehr kleine Minderheit der EU‐Bürger überhaupt Medien aus anderen als der eigenen Gesellschaft wahrnimmt, wobei es beträchtliche Unterschiede zwischen den Ländern der EU, aber auch zwischen den Bürgern innerhalb eines Landes gibt. Als entscheidend für die Teilhabe an einer transnationalen Öffentlichkeit erweisen sich dabei neben anderen Faktoren sozial sehr ungleich verteilte Kompetenzen wie Bildung und Fremdsprachenkenntnisse. Die Teilnahme an einer transnationalen Öffentlichkeit ist damit auch eine Frage der sozialen Ungleichheit. So wie der europäische Einigungsprozess insgesamt als Projekt politischer Eliten beschrieben werden kann, so ist auch die Partizipation an einer europäischen Öffentlichkeit in erster Linie ein Elitenphänomen."[Autorenreferat] ; "Processes of globalisation and Europeanisation have led to an increasing public sphere deficit, which can be addressed by a transnationalisation of national public spheres. This requires a perception of topics discussed in other national public spheres and awareness of the different interpretive frameworks used. Using Eurobarometer surveys, we examine the extent to which EU citizens engage with foreign media and the factors that determine participation in a transnational public sphere. Only a small minority of EU citizens engage with foreign media, and that there are considerable differences between countries and citizens. Education and multilingualism play a crucial rule in explaining participation in a transnational public sphere, resources which are distributed very unevenly. Thus, participation in a transnational public sphere is an issue of social inequality."[author´s abstract]
