Fundamentos ideopolíticos dos planos de enfrentamento ao tráfico de pessoas de Portugal e do Brasil à luz do Serviço Social
Abstract: Esta tese trata dos fundamentos ideopolíticos dos primeiros Planos Nacionais de Enfrentamento ao Tráfico de Pessoas de Portugal e do Brasil. A base teórica é sócio-histórica, tendo a pesquisa qualitativa buscado na dialética-hermenêutica os aportes para analisar os dados e seus contextos, à luz do Serviço Social. Dedica-se inicialmente a apresentar a realidade no mundo, em Portugal e no Brasil sobre o tráfico de pessoas e constrói um conceito próprio. Realiza o percurso teórico para a compreensão do tema e seu enfrentamento, sendo que um capítulo refere-se à análise discursiva dos documentos oficiais e outro sobre a análise das metas dos Planos Nacionais. Finaliza com os fundamentos e instrumentalidade do Serviço Social para o enfrentamento da problemática em tela. Os principais resultados indicam que tantos os discursos, quanto as metas tratam o tráfico de pessoas em si e não o relacionam com as causas do seu surgimento e agravamento. Tanto o Brasil quanto Portugal passaram a ter um Plano Nacional de Enfrentamento a partir do Protocolo de Palermo e não fazem relação de suas histórias escravagistas com a problemática. Os Planos não enfrentam as raízes promotoras de desigualdade e não relacionam esta expressão da questão social com a mundialização concentradora do capital e as políticas neoliberais dos Estados-nação. O Serviço Social é uma profissão que está entranhada na realidade e tem condições de dar visibilidade às desigualdades e articular o enfrentamento ao tráfico de pessoas a partir de instrumentalidade comprometida com as mudanças societárias, tanto na ação política da categoria como nos âmbitos da pesquisa, formação, atuação local e gestão. ; This thesis deals with the ideological and political perspective of the first National Plans Against Human Trafficking in Portugal and Brazil. The theoretical basis is socio-historical, and the qualitative research pursued in the hermeneutic dialectic the contributions to analyze the data and their context in the light of social work. It is dedicated initially to present the reality in the world, in Portugal and in Brazil on human trafficking and builds an own concept. It conducts a theoretical route to the understanding of the subject and its confrontation, and one chapter refers to the discursive analysis of official documents and the other on the analysis of the goals of the National Plans. It finalizes with the fundamentals and instrumentality of social work to confront the issue. The main results indicate that the speeches as well as the goals treat human trafficking itself and do not connect with the causes of its appearance and aggravation. Brazil and Portugal now have a National Plan against Human Trafficking based on the Palermo Protocol but does not relate the issue to its slavery history. The Plans do not confront the root causes of inequality and do not relate this expression of a social issue with the globalization of the concentration of capital and the neoliberal policies of nation states. Social work is a profession that is embedded in reality and is able to give visibility to inequalities and articulate the confrontation of human trafficking through instruments committed with the societal changes both in political action, as in the areas of research, training, local action and management performance.
