Street-Level Bureaucrats : Teachers of English Language Learners Implementing Policy

Abstract: Across the nation, the number of English Language Learners (ELLs) in grades K-12 is steadily increasing, however, ELLs perform significantly lower on standardized assessments as compared to their non-ELL peers. Over the past 60 years court decisions, legislation, and local policies have impacted education for ELLs. Implementation of educational policy is not a linear process and many variables impact how policy is eventually implemented. Teachers at the ground level are the key implementers of policy. Teachers develop values, routines, and/or strategies that support them in making decisions in implementing policy. The concept of teachers using street-level discretion emerges from three sources: the need to use their professional knowledge to address the needs of their clients; the lack of clarity in policies that leave room for interpretation; and the lack of managerial control over and monitoring of their work (Lipsky, 1980). The purpose of this study was to examine policy implementation in an urban school district in regard to service delivery schedules for ELLs. The study focused on the interpretation and implementation of district policy by district and school-based ELL coaches, principals, and ELL teachers in their local contexts. Additionally, this study sought to better understand how teachers of ELLs perceived their roles in implementing district policy in regard to the delivery of ELL services. Finally, this study explored the factors that influenced thinking and decisions in scheduling services for ELLs. The research was conducted in two phases to obtain the qualitative data needed for the study. The first phase of the study centered on the review of archival data, which included service delivery schedules of ELL teachers and individual student data, in regard to the district guidelines for providing ELL services. The second phase of the study included semi-structured interviews with district and school-based ELL coaches, principals, and ELL teachers. The study findings highlight the complexity of policy implementation, specifically in regard to creating ELL delivery schedules.
