Abstract:
Un milliard de latins. dans l’Internet ? L’article décline une histoire de l’Internet sous le prisme de la place des langues dans ce nouvel univers, avec une attention particulière sur les langues romanes (français, espagnol, portugais, italien, etc.). L’histoire a montré une longue période de désinformation attribuant à l’anglais une présence sur la Toile stable et définitive de l’ordre de 80 %. Cela a été démenti par des études plus sérieuses qui au contraire ont observé un déclin relatif mais constant de l’anglais, passant aujourd’hui sous la barre des 50 % de contenus. Les principales langues romanes, avec des débuts plus ou moins rapides, et certaines différences entre elles, dues en particulier à la fracture numérique, montrent une présence relative dans la Toile supérieure à leur proportion dans le monde réel, preuve d’une bonne productivité des populations d’internautes associées. La perspective du milliard de Latins connectés est proche et celle de contenus dans les langues romanes en nombre et en qualité mériterait d’être soutenue par des politiques publiques pour l’alphabétisation numérique. L’article montre les enjeux et les difficultés de la cybermétrie des langues, dans un contexte d’évolution de l’Internet vers la publicité comme source principale de financement avec les effets pervers qui sont associés à ce choix, en particulier sur la vulnérabilité des données personnelles reliées aux activités réalisées dans l’Internet. ; This article relates the history of the Internet in terms of the place of languages in this new universe, and focuses, in particular, on Romance languages (French, Italian, Portuguese, Spanish, etc.). This history begins with a long period of disinformation in which English was considered to have a stable and definitive presence on approximately 80 % of the Web. That statistic has been disproved by more serious studies, which have shown instead that there is a relative but constant decline in the use of English, which now accounts for less than 50 % of Internet content. The main Romance languages – which appeared more or less quickly on the Web, with certain individual differences due, in particular, to the digital divide – now have a relative presence on it that exceeds their proportional use in the real world; this testifies to the hard work of Internet users associated with these languages. There will soon be a billion Latins online, and it would be worth- while for public policy concerned with digital literacy to support the creation of quantities of high-quality content in the Romance languages. The article shows the challenges and difficulties with linguistic cybermetrics, in a context in which the Internet is moving towards advertising as its primary source of funding; this choice is having negative effects, in particular with respect to the vulnerability of personal data related to Internet activities.
