Siberian Federal University., 2016 BASE Show details 19 Les politiques linguistiques du Rwanda de 1962 à nos jours Murengerantwari, Richard. - 2016 Abstract: Diese Masterarbeit analysiert mit Methoden der Makrosoziolinguistik die Sprachenpolitik Ruandas seit seiner Unabhängigkeit von Belgien bis heute. Zur hier verwendeten Methode ist festzuhalten, dass es sich vor allem um eine Analyse von politischen Diskursen über Sprachen, Sprachgesetze, audiovisuellen Botschaften, Sprachen im Schul- und Verwaltungssystem sowie von Daten anderer Forschungen handelt. Die Analyse beweist, dass der Krieg von 1990 sowie die Rückkehr der Flüchtlinge 1994 die Sprachsituation in Ruanda beeinflusst haben. Eine der direkten Konsequenzen des Kriegsendes war die Rückkehr der Flüchtlinge und somit war Ruanda sowohl mit Frankophonen als auch mit Anglophonen bevölkert. Seit 2003 gilt Englisch verfassungsrechtlich als Amtssprache neben Französisch und Kinyarwanda. Ruanda ist seit 2009 offiziell Mitglied des Commonwealth und Englisch gilt seitdem als dominante Schul- und Verwaltungssprache. Im Zuge dieser Arbeit konnte auch aufgezeigt werden, dass die diplomatischen und politischen Spannungen zwischen Frankreich und Ruanda eine Auswirkung auf den heutigen Status des Französischen in Ruanda haben. Jedoch handelt es sich hier um eine Annahme, die sich aufgrund von mangelnden offiziellen Aussagen in politischen Diskursen nicht endgültig überprüfen lässt. Die Analyse konnte vor allem belegen, dass neue anglophone, politische Allianzen sowie die regionale Integration (East African Community) den Status des Englischen stärken. Weiters hat sich die Analyse mit Mehrsprachigkeit, Diglossie sowie mit der Rolle von Kinyarwanda als Symbol der kollektiven Identität beschäftigt. Es wurde festgestellt, dass die Sprecher der drei Amtssprachen (Kinyarwanda, Französisch, Englisch) dieselben Rechte zum Sprachgebrauch im öffentlichen Bereich genießen. In diesem Fall besteht aus offizieller Sicht keine diglossische Situation, sondern eine institutionalisierte Dreisprachigkeit. Die Analyse der Funktionen der betroffenen Sprachen vor allem im Schulsystem, sowie die Spracherfordernisse in amtlichen Stellenanzeigen zeigen allerdings, dass Kinyarwanda in einer schwächeren praktischen Position ist. Der Schulerfolg sowie der gesellschaftliche Aufstieg hängen aktuell von der Beherrschung der europäischen Sprachen, insbesondere des Englischen ab. Kinyarwanda gilt hingegen als Sprache der nationalen Einheit. ; This thesis analyzes by methods of macro-sociolinguistics language policies of Rwanda, since its independence from Belgium. For the method used here is to be held on that it concerns above all an analysis of political discourses about languages, linguistic laws, audio-visual messages, languages in the school and administrative systems, as well as data from other researches. The analysis proves that the war in 1990 and the return of refugees in 1994 affected the linguistic situation in Rwanda. One of the direct consequences at the end of the war was the return of refugees and thus Rwanda was populated with both Francophones and Anglophones. As from 2003 English constitutionally became valid as an official language alongside French and Kinyarwanda. In 2009 Rwanda officially became a member of the Commonwealth and English is now applicable as the official school and administrative language. During the course of this work, there could be an indication that the diplomatic and political tensions between France and Rwanda have an impact on the present status of French in Rwanda. However, these are assumptions that cannot definitively be verified due to lack of official statements in political discourses. The analysis could prove that especially new, Anglophone, political alliances and regional integration (East African Community) strengthen the status of English. Furthermore, the analysis has dealt with multilingualism, diglossia and the role of Kinyarwanda as a symbol of collective identity. Of all three official languages, it has been concluded that the speakers of (Kinyarwanda, French, English) all enjoy the same rights to the usage in all public domains and spaces. In this case, no official view of a diglossic situation consists, but an institutionalized trilingualism. However, the analysis of the functions of the affected languages above all the school system, as well as the language requirements in official place announcements shows that Kinyarwanda is in a weaker practical position. The school success as well as social advancement depend topically on the control of the European languages, in particular English. Kinyarwanda does however constitute as a language of national unity.
