L’institutionnalisation par délégation et la relégation de l’institutionnalisation : Cas de l’enseignement public du néerlandais et du flamand occidental dans le département du Nord

Abstract:
Si l’État français reste officiellement souverain en matière de politiques d’enseignement public des langues, ses services centraux et déconcentrés sont régulièrement amenés à coopérer avec des acteurs extérieurs à l’Éducation nationale. Dans le cas de l’enseignement public du néerlandais (langue vivante étrangère) et du flamand occidental (langue régionale) dans le Nord, la coopération s’apparente davantage à une externalisation partielle mal maîtrisée pour l’un et à une ingérence insidieuse pour l’autre. Cet article analyse l’influence d’acteurs flamands belges et néerlandais, issus du monde associatif et/ou exerçant la puissance publique, dans l’institutionnalisation d’une offre pédagogique spécifique sur une partie du territoire français que ciblent conjointement un imaginaire nationaliste et un pragmatisme politico-économique. ; Language teaching policies in France are still defined uncompetitively by the state. Yet officials from both the central and the local services are often led to cooperate with actors from outside the Department of Education. Such cooperation is rather akin to some ill-controlled outsourcing for most of the teaching of Dutch as a foreign language and to some pervasive interference with the teaching of West Flemish as a regional language. This article aims to analyze the influence of actors from Flemish and Dutch organizations and authorities on the setting of a specific educational offer in a French area with which the nationalist imaginary as well as a form of economic and political pragmatism are embedded.
