Dire l’intégration ; Dire l’intégration: Les rapports français et allemands sur l’intégration entre injonction à la neutralité et volonté d’influence (1991-2014)

Abstract:
International audience ; Based on the notion of “discourse genre” as a frame structuring the social world’s perception, this paper aims at analysing the first pages (incipits) of administrative reports of the French Higher Council for Integration and of the German Commissioner for Migration, Refugees and Integration between 1991 and 2014. Despite repeated novelty claims, a strong diachronic continuity in each country and strong lexical similarities between France and Germany are observed, which shows how institutional constraints shape the genre of administrative reports. In both countries, administrative reports on integration sway between the necessity to neutrally inform a biased public opinion and the want to influence State action. By doing so, administrative reports reveal themselves as proper political objects. ; Reprenant à son compte la notion de « genre discursif » comme cadre qui structure la perception du monde social et la production discursive sur celui-ci, cette contribution analyse les débuts de rapports (incipits) du Haut Conseil à l’Intégration (HCI) au regard des rapports allemands du Ministre adjoint délégué à la migration, aux réfugiés et à l'intégration entre 1991 et 2014. L’analyse contrastive montre, malgré les injonctions répétées à la nouveauté, de fortes continuités sur le plan diachronique ainsi que de fortes ressemblances entre rapports français et allemands sur le plan lexical, qui tiennent en partie aux contraintes génériques propres au rapport administratif, qui se défait difficilement de son carcan institutionnel. Pris en étau entre une double injonction contradictoire : informer l’opinion publique, sujette aux amalgames, et influencer l’action publique, les rapports se révèlent comme objets fortement politiques.
