Abstract:
Im Zuge der Reform der 1990er-Jahre wurde die vormals fragmentierte Lehrerinnen- und Lehrerbildung des Kantons Graubünden sowohl an einem Ort zusammengezogen als auch in ein einheitliches Ausbildungskonzept überführt. Der Integrationsprozess wurde jedoch nicht nur durch kantonale Begehren hervorgerufen, sondern er wurde auch zu grossen Teilen von interkantonalen Arbeiten beeinflusst. Dass im Endeffekt im Kanton Graubünden dennoch eine eigenständige pädagogische Hochschule entstanden ist, hat einerseits mit dessen sprachpolitischer Situation zu tun, andererseits aber ebenso mit der Einsicht, dass ein Kanton an der hochschulpolitischen Peripherie die Vorgaben des Zentrums nur schwer ignorieren kann. ; During the Swiss teacher education reforms in the 1990s, the former fragmented teacher training system of the Canton of Graubünden underwent a process of centralization and standardization, both regarding structures and content. However, the changes had not only been induced by cantonal demands. Rather they were highly influenced by decisions taken at the national (i.e. intercantonal) level. Nonetheless, Graubünden ultimately realized a stand-alone university of teacher education. The solution chosen tried to meet the local requirements, but first and foremost complied with the national demands. This alignment can be put down to the fact that with respect to education policy, a peripheral canton could hardly ignore the standards set by the national entity.
