Abstract: Educação popular e Educação Ambiental Crítica não são sinônimos. No entanto, apresentam similitudes associadas às práxis pedagógicas, visando à transformação social na perspectiva freiriana. Também estão abertas às trocas de conhecimentos e ao desenvolvimento das comunidades a partir da problematização e do protagonismo para a emancipação. A nossa principal motivação é trazer para reflexão a relação da educação popular com os movimentos sociais, aludindo às concepções e temáticas relevantes, além de levantarmos contribuições à Educação Ambiental Crítica no contexto da gestão pública. A metodologia do trabalho conta com a dialética e a abordagem qualitativa, conferindo o tom para a pesquisa bibliográfica a ser complementada por experiências do projeto Territórios do Petróleo. Há contrapontos à ordem social que vigora no modelo de desenvolvimento pautado no capitalismo, bem como apontamentos quanto às ações pedagógicas e à politização dos sujeitos da ação educativa em prol da superação de limites. ; Popular education and Critical Environmental Education are not synonyms. However, they present similarities associated with pedagogical praxis, aiming at social transformation from the freirean perspective. They are also open to the exchange of knowledge and community development based on problematization and on the protagonism for emancipation. Our main motivation is to bring to reflection the relationship of popular education with social movements, alluding to relevant concepts and themes, in addition to raising contributions to Critical Environmental Education in the context of public management. The methodology of the work relies on a dialectic and qualitative approach, setting the tone for the bibliographical research to be complemented by experiences from the Territórios do Petróleo project. There are counterpoints to the social order that prevails in the development model based on capitalism, as well as notes regarding pedagogical actions and the politicization of the subjects of educational action in favor of overcoming limits.
