Abstract:
Введение: в статье раскрываются отдельные правовые и организационные про-блемы реализации Концепции общественной безопасности в Российской Федерации 2013 г. Авторами обосновывается необходимость введения риск-ориентированного подхода в сфере обеспечения общественной безопасности, усиление ее региональной составляющей, а также привлечение к данной деятельности структур гражданского общества. Материалы и методы: нормативной основой исследования являются правовые нормы, реализующие административно-правовое регулирование обеспечения обще-ственной безопасности, а также положения Концепции общественной безопасности в Российской Федерации 2013 г. В статье использованы библиографические источники по теме исследования. Методологической основой исследования послужил общий диалектический ме-тод научного познания, носящий универсальный характер, методы логической дедук-ции, индукции, сравнения, анализа, обобщения и описания. Результаты исследования: сформулированы проблемы реализации Концеп-ции общественной безопасности ... : Introduction: The article reveals some legal and organizational problems of the im-plementation of the Concept of Public Security in the Russian Federation in 2013. The au-thors substantiate the need to introduce a risk-based approach in the field of public securi-ty, strengthening its regional component, as well as the need to involve civil society struc-tures in this activity. Materials and Methods: the normative basis of the study is the legal norms that implement the administrative and legal regulation of public security, as well as the provi-sions of the Concept of Public Security in the Russian Federation (2013). The article uses bibliographic sources on the research topic. The methodological basis of the study is the general dialectical method of scientific knowledge, which has a universal character, methods of logical deduction, induction, comparison, analysis, generalization and description.
