It is suggested that three types of programs can be Identified, namely, a whole word approach, sight-phonics, and letter-pattern control. The first two types of programs contain a similar non-skills hierarchy orientation while the third mentioned can be defined In terms of a hierarchy. A theoretical analysis of a reading skills hierarchy considered linguistic and cognitive viewpoints.
