Portugal tendo aderido às resoluções aprovadas no Congresso de Milão (1880) praticou durante largos anos uma política linguística que interferiu na educação de surdos, tendo em conta a predominância do oralismo sobre a língua gestual. Essa atitude de política linguística só veio a ser alterada nos anos 90, quando na constituição portuguesa, em 1997, reconheceu a Língua Gestual Portuguesa (doravante LGP) como a língua na qual se deve desenrolar o ensino e aprendizagem das crianças surdas. Desde então as políticas linguísticas de bilinguismo têm predominado e têm tido um reflexo muito positivo na educação de surdos e no acesso ao ensino superior e a graus de ensino avançados. Este artigo irá refletir sobre as políticas linguísticas adotadas em Portugal, entrelaçando essa reflexão na história da educação de surdos no mundo e em Portugal. ; In this article, we intend to draw a historical outline of the linguistic policies adopted in Portugal since the education of the deaf became known. Portugal, complying with the decisions taken at the Milan Congress (1880), practiced, for many years, a linguistic policy that interfered in the education of the deaf, taking into account the predominance of oralism over the sign language. This attitude of linguistic policy was only changed in the 1990s, when in the Portuguese constitution the Portuguese Sign Language (hereinafter LGP) was recognized in 1997 as the language of education of the deaf. Since then, linguistic policies on bilingualism have predominated and had a very positive impact on the education of the deaf and on access to higher education and advanced degrees.
