Abstract:
En general, puede decirse que, a diferencia de otros momentos históricos, se presta una mayor atención a las lenguas como patrimonio cultural que hay que salvaguardar, al consiguiente reconocimiento de distintas lenguas en un mismo espacio y a la consiguiente regulación de las situaciones de plurilingüismo. En el caso de Suiza, este reconocimiento es consustancial al Estado. No obstante, el sistema plurilingüe en Suiza constituye realmente una mera yuxtaposición de lenguas que no permite, en general, la relación en las lenguas oficiales del Estado entre conciudadanos de distinta expresión lingüística. La situación es bastante parecida en Canadá y Bélgica. En los Estados nación, se observa también una mayor atención a los problemas suscitados por la convivencia de diversas lenguas. En el caso de España, el Estado nación ha experimentado una transformación muy profunda porque se parte del reconocimiento y juridificación de una base social plural y se concluye en un pluralismo cultural y lingüístico. Aunque en éste y otros casos similares, la lengua común de que disfrutan debe considerarse como un valor a preservar como el de la propia pluralidad lingüística. Finalmente, la acción internacional a través de diferentes mecanismos de declaración de los derechos de los hablantes de las distintas lenguas y de supervisión de la actividad de los Estados en este sentido, constituye un elemento complementario de la acción ordinaria en el seno de los propios Estados. ; We can say that, unlike other historical moments, we pay more attention to the languages as a cultural heritage to be safeguarded, to the subsequent recognition of different languages in the same space and the subsequent regulation of multilingual situations. In the case of Switzerland, this recognition is inherent to the State. However, the multilingual system in Switzerland is really a juxtaposition of languages which, in general, doesn’t allows the relationship in the official languages of the State between citizens of different linguistic expression. The situation is quite similar in Canada and Belgium. Within nation States, there is also a greater attention to the problems raised by the coexistence of different languages. In the case of Spain, the nation State has undergone a profound transformation because of the recognition and legalization of plural social base and the subsequent cultural and linguistic pluralism. In this and other similar cases, the common language they enjoy should be considered a value to preserve itself as the linguistic plurality. Finally, international action through different mechanisms for declaring the rights of speakers of different languages and supervising the activities of States in this field is a complementary element of regular action within the States themselves.
