Abstract:
En juin 2016, trois économistes du FMI publient dans la revue de cette organisation un article qui connaît un fort retentissement lié à l’utilisation du mot néolibéralisme pour qualifier certaines politiques économiques, dont les politiques d’austérité. Nous montrons que les ressorts des discussions autour de l’article sont contenus dans les caractéristiques du texte, dont les procédés rhétoriques témoignent d’une volonté d’élargir l’audience, et dans le dispositif institutionnel qui permet d’établir une norme d’interprétation. Nous analysons ensuite la réception de l’article dans la presse francophone, partagée entre la reprise de la norme d’interprétation et la mise en scène d’une distance à l’égard du FMI, et dans l’aire anglophone, structurée autour du Financial Times dont un éditorial et la présence en son sein d’un débat, révèlent une configuration discursive « polémico-consensuelle ». Plus qu’une rupture, l’article du FMI témoigne d’une reconfiguration du discours sur l’austérité. ; In June 2016, three economists from IMF published an article in the organization’s journal that had a strong impact on the use of the word neoliberalism to describe certain economic policies, including austerity policies. We show that the driving forces behind the discussions about the article lie in the characteristics of the text, whose rhetorical processes reflect a desire to widen the audience, and in the institutional arrangement that makes it possible to establish a standard of interpretation. We then analyze how the article was received in the French-speaking press, shared between the adoption of the standard of interpretation and the staging of distance from the IMF. Also examined is the article’s reception in the English-speaking press, structured around the Financial Times, whose editorial and a debate on it reveal a “controversial-consensual” discursive set-up. More than a rupture, the IMF article reflects a reconfiguration of the discourse on austerity. ; En junio de 2016, tres economistas del FMI publicaron en el boletín de esta organización un artículo que tuvo fuertes repercusiones debido al uso de la palabra neoliberalismo para calificar algunas políticas económicas, entre las cuales se encontraban las políticas de austeridad. En el presente trabajo mostramos que los motivos de la polémica en torno al artículo se encuentran en las características del texto: los procedimientos retóricos empleados dan prueba de la voluntad de querer llegar a un público más amplio y el dispositivo institucional permite establecer una norma de interpretación. Seguidamente pasamos a analizar la recepción del artículo en la prensa. La francófona estuvo dividida entre la adopción de la norma de interpretación y la escenificación de un distanciamiento respecto al FMI. En la anglófona, se estructuró en torno al Financial Times. Su editorial y la existencia de un debate interno en el periódico mostraron una configuración discursiva « polémico-consensual ». El artículo del FMI muestra no tanto una ruptura como una reconfiguración del discurso sobre la austeridad.
