Abstract: Des hôpitaux psychiatriques ont été fermés assez récemment – à la fin des années 1970 et même au début des années 1980 – dans toutes les régions rurales de l’Ontario. Le cas particulier du Northeastern Psychiatric Hospital de Timmins, qui offrait des services en français, a inspiré la présente étude. Ce centre a été fermé brusquement et sans préavis en 1976 et le processus de désinstitutionnalisation ne s’est pas accompagné, dans sa dernière phase, de l’établissement de nouvelles structures d’accueil et de soins adaptées pour remplacer les anciennes. Nous nous sommes demandé si une telle fermeture, faite sans préavis et sans qu’aient été mis en place des services communautaires de remplacement, était survenue ailleurs dans la province. On aura compris que la question linguistique, la situation périphérique des communautés et la triple stigmatisation des sujets de l’étude (langue minoritaire, santé mentale et situation en périphérie des centres) sont autant d’éléments qui participent à la problématique. Cet article puise à de nombreux entretiens effectués auprès de fournisseurs de soins, d’infirmières, de conseillers, de psychologues et de travailleurs sociaux qui ont travaillé dans les services de santé mentale de la région entre les années 1960 et aujourd’hui. ; In all rural areas of Ontario, psychiatric hospitals have been closed fairly recently—between the late 1970s and early 1980s. One case in particular, that of the Northeastern Psychiatric Hospital in Timmins, an institution that offered services in French, inspired this study. The hospital was shut down suddenly and without warning in 1976, and—in its last phase—the deinstitutionalization process did not include the establishment of new, appropriate reception and care facilities to replace the old ones. We wondered if the same situation occurred elsewhere in the province. Language, the peripheral location of the communities, and the triple stigma of the study subjects (minority language, mental health and living in peripheral areas) are all of interest here. The present article draws from several interviews with caregivers, nurses, counsellors, psychologists and social workers who worked in the field of mental health services in northeastern Ontario from the 1960s to the present day.
