Abstract: Este trabalho trata das flutuações apresentadas pelo termo e pelo conceito de \"biblioteca popular\", no país. Tais variações parecem apontar, não apenas para questões semânticas e epistêmicas específicas da área, mas para a problemática geral das relações mantidas historicamente entre Biblioteca, Sociedade, Educação e Cultura em nossa sociedade, em especial, a chamada Educação Popular. Para tanto, foi retomado o percurso histórico das \"bibliotecas populares\" não só no Brasil, como também na Europa e na América Latina em geral, a fim de situar a questão em escala ampla, com atenção especial ao contexto brasileiro. Foram coletados dados na literatura apresentada nas áreas de Biblioteconomia, Educação, História e Ciências Sociais, atentando-se fundamentalmente para as correlações das bibliotecas populares - ou sob outras nomeações - com processos de leitura, cultura e educação. Os modelos epistêmicos, de bases histórico cultural (Bibliotecas Templum, Emporium, Forum), apresentados por Perrotti (2017), orientaram a coleta, análise e interpretação dos dados. Neste sentido, as flutuações terminológicas das bibliotecas populares indicam também ambiguidades conceituais em relação a esses espaços, manifestadas em discursos e políticas que se situam em um leque extenso e diferenciado de posições face à problemática da universalização do acesso à educação e à cultura surgida na modernidade. É possível abrigarem-se sob o mesmo termo, tanto relações de dominação e exclusão socioculturais, como de resistência e emancipação intelectual e política. Sob o viés do protagonismo cultural, que distingue e dá sustentação ao epistema do Forum, a pesquisa aponta para a importância de abordagens histórico culturais, capazes de ultrapassar reduções e naturalização das instituições culturais como as bibliotecas. Ao serem definidas mais por seus qualificadores que por sua substância, mais pelos adjetivos (popular, pública, comunitária, escolar) que pelo substantivo (biblioteca) que as distinguem, temos em decorrência, ao processo de naturalização que acaba por não considerar o caráter histórico-cultural das instituições sociais. Deixa-se, assim, de se reconhecer paradigmas socioculturais que regem as relações históricas das Bibliotecas com seus contextos. Vista sob perspectivas histórico-culturais as flutuações do termo e do conceito de biblioteca popular inscrevem-se nas dinâmicas da ordem social e dos atores aí presentes, além de apontar para fraturas, conflitos e disputas que vem caracterizando Bibliotecas e Biblioteconomia na modernidade. ; This worksheet deals with the fluctuations presented by the term and by the notion of \"popular library\", in Brazil. Such variations seem to point, not only to semantic and epistemic issues specific to the area, but to the general problem of the relations historically maintained between Library, Society and Popular Education in our society, specially the so-called Popular Education. To this end, the historical path of \"popular libraries\" was resumed not only in Brazil, but also in Europe and Latin America in general, in order to situate the issue on a broad scale, with special attention to the Brazilian context. To this end, data were collected in the literature presented in the areas of Library Science, Education, History and Social Sciences, taking fundamental attention to the correlations of popular libraries - or under other derivations - with processes of reading, culture, and education. The epistemic models, based on cultural history (Libraries Templum, Emporium, Forum), presented by PERROTTI (2017), guided the collection, analysis and interpretation of data. In this sense, the terminological fluctuations of popular libraries also indicate conceptual ambiguities in relation to these spaces, manifested in speeches and political practices that are situated in an extensive and differentiated range of positions regarding the issue of universal access to education and culture that emerged in modern times. It is possible to shelter under the same term, both relations of socio-cultural domination and exclusion, as a way of resistance and intellectual and political emancipation. Under the bias of cultural protagonism, which distinguishes and supports the Forum's epistem, the research points to the importance of historical and cultural approaches capable of overcoming reductions and naturalization of cultural institutions such as libraries. By being defined more by their qualifiers than by their substance, more by the adjectives (popular, public, community, school), than by the noun (library) that distinguishes them, we have in decorrence, to the naturalization process that ends up not considering the historical-cultural character of social institutions. Thus, it fails to recognize the sociocultural paradigms that govern the historical relations of the Libraries with their contexts. Seen under these historical-cultural perspectives as fluctuations in the term and the notion of popular library are part of the dynamics of the social order and cultural actors present there, in addition to pointing to fractures, conflicts and disputes that have been characterizing Libraries and Librarianship since modern times.
