Abstract:
актуальность статьи обусловлена отсутствием должного правового регулирования института ученых званий в России. Цель статьи заключается в выявлении особенностей нормативного регулирования порядка присвоения ученых званий с момента его зарождения в различные исторические периоды, включая имперский, советский и постсоветский. Поставленные задачи были реализованы при помощи общенаучных методов (анализ, синтез, диалектический метод) и формально-юридического метода. Анализируя законодательство, автор приходит к выводу о наличии зависимости института ученых званий в различные исторические периоды от целей и задач, стоящих перед государством на отдельном этапе развития. На основе результатов проведенного исследования выявляются общие для всех исторических этапов закономерности, делаются предложения по модернизации института ученых званий, направленные на повышение его роли в механизме карьерного роста ученого, очерчиваются пути возможного совершенствования действующего законодательства. ... : the relevance of the article is due to the lack of proper legal regulation of the institute of academic titles in Russia. The purpose of the article is to consider the features of the regulatory regulation of the order of awarding academic titles since its inception in various historical periods, including the imperial, Soviet and post-Soviet. The tasks were implemented using general scientific methods (analysis, synthesis, dialectical method) and the formal legal method. Analyzing the legislation, the author comes to the conclusion that the institute of academic titles in different historical periods depends on the goals and objectives of the state at a particular stage of development. Based on the results of the study, the authors identify common patterns for all historical stages, make proposals for the modernization of the institute of academic titles, aimed at increasing its role in the mechanism of career growth of a scientist, and outline the ways of possible improvement of the current legislation. ...
