Abstract:
O objetivo principal desta tese é investigar os efeitos das políticas nacional e estadual para a valorização dos professores da rede pública estadual do Rio de Janeiro, através da remuneração, de 1995 a 2014. O recorte temporal se justifica por ser o período em que as políticas de fundos foram implantadas pelo governo federal no país. O Fundef e o Fundeb foram criados por emendas à Constituição Federal e assumiram a tarefa de serem políticas educacionais de financiamento da educação voltadas para a valorização docente, uma vez que a maior parte dos recursos desses Fundos foi e continua sendo para valorizar os profissionais da educação, por meio da remuneração. Além da política de Fundos, são analisados os efeitos do Piso Salarial Profissional Nacional (PSPN), aprovado em 2008 pelo governo federal. Também são estudados os efeitos das políticas para a valorização dos professores pela remuneração de cada governo do estado do Rio de Janeiro no recorte temporal supramencionado. Nesse sentido, destacam-se o Programa Nova Escola, implantado no governo de Anthony Garotinho, (PDT), em 2000, e extinto em 2008, e o Plano de Metas, que prevê o Sistema de Bonificação por Resultados, criado em 2011 no segundo mandato do governo de Sérgio Cabral, (PMDB). Ambas as políticas estaduais se fundamentam em critérios meritocráticos não alcançando todos os professores, sobretudo por se basear em cumprimento de metas em que apenas os melhores receberão os maiores valores. A pesquisa conta com referencial teórico de autores que pesquisam o financiamento da Educação Básica, bem como a remuneração docente no país (DAVIES, 2010; PINTO, 2002; ARELARO, 2007; CAMARGO, et al, 2009; MONLEVADE, 2014), além de documentos oficiais, tais como: leis, decretos, resoluções e pareceres. O método de abordagem utilizado na pesquisa é o dialético, sobretudo pela necessidade de compreender o objeto de investigação no plano real através de seu processo histórico, que é dinâmico e transformado a todo tempo (MARX, 1968). Por fim, os resultados da pesquisa constatam que durante alguns períodos os professores da rede estadual não receberam reajustes em seus vencimentos, o que, provavelmente, acarretou perda real do poder de compra dos professores, provocando o descontentamento com as políticas implementadas, além de greves e paralisações. O enfrentamento, na maioria das vezes, abre caminho para o diálogo entre os patrões e os trabalhadores, possibilitando de negociação. A desatualização do plano de carreiras, os baixos ou inexistentes reajustes salariais e a política de bonificação, são alguns dos entraves a ser enfrentados para haver uma real valorização, através de uma melhor remuneração dos professores da rede pública estadual do Rio de Janeiro. ; The main goal of this thesis is to investigate the effects of national and state policy for the valuation of the teachers of the public network state of Rio de Janeiro, through the remuneration in the period from 1995 to 2014. The temporal cut is justified by its being the period in which the policy of the funds have been deployed in the country by the federal government. The Fundef and the Fundef were created by Amendment to the Federal Constitution, and took on the task to be an educational policy of education funding to teacher recognition, since the greater part of the resources of the Fund is to add value to the professionals of education, through the remuneration. In addition to the policy of the Funds is analyzed, also, the effects of the minimum Wage for the National Professional (PSPN), approved in 2008 by the federal government. Also will be analyzed the effects of the policies of each government of state of Rio de Janeiro in the temporal cut above for the appreciation of teachers, through the remuneration. In this sense, we highlight the Program, the New School, deployed in the government of Anthony Boy of the PDT, in 2000 and abolished in 2008 and the Plan Goals, which provides for the Bonus System by Results created in 2011 in the government of Sérgio Cabral of the PMDB. Both the state policies are based on criteria meritocráticos, and therefore do not reach all teachers, because it is based on the achievement of goals where only the best received the biggest amounts paid for such remuneration policies. The analysis of the policies of the federal and state levels was conducted from the data collection about the same and with the construction of tables and graphs in order to systematize the information, as well as to facilitate analysis of the same. The research included a theoretical framework of the authors who search for the financing of basic education and remuneration for teaching in the country (DAVIES, 2010; PINTO, 2002; ARELARO, 2007; CAMARGO et al., 2009; MONLEVADE, 2014), in addition to official documents, such as: laws, decrees, resolutions, opinions. The method of approach used in the research was the dialectic, in particular by the need to understand the object of research in the real plan, through its historical process, which is dynamic and transformed all the time. (MARX, 1968). Finally, the results of the research found that during some periods the teachers in the state network suffered a loss in their wages which is probably caused not only a dissatisfaction with the policies implemented as an insurrection, especially on the part of teachers linked to the militant trade union. The clash, most of the time opened the way for a dialogue between the bosses and workers and a possibility of negotiation.
