Die UN-Agenda 2030 für nachhaltige Entwicklung

Abstract:
Diese Diplomarbeit beschäftigt sich mit dem Begriff der ‚Nachhaltigkeit‘ in der Agenda 2030 für nachhaltige Entwicklung der Vereinten Nationen. In der 250 Jahre andauernden Geschichte des Begriffs ‚Nachhaltigkeit‘ war dieser einem Bedeutungswandel unterzogen und hat ab dem letzten Jahrzehnt des 20. Jahrhunderts stark an Bedeutung gewonnen. Heute tritt der Begriff in Debatten zum Klimawandel oder über den Einfluss des Menschen auf die Umwelt, aber auch in ökonomischen und sozialen Fragen zu Tage. Dies ist auch in Publikationen der Vereinten Nationen, wie der 2015 veröffentlichten Resolution Transformation unserer Welt. Die Agenda 2030 für nachhaltige Entwicklung der Fall, in der das Konzept der ‚nachhaltigen Entwicklung‘ von größter Bedeutung ist. Obwohl das Dokument die Ziele für nachhaltige Entwicklung beschreibt, fehlt in ihm eine klare Definition des Begriffs ‚Nachhaltigkeit‘. In dieser Diplomarbeit analysiere ich die Verwendung des Begriffs ‚Nachhaltigkeit‘ sowie verwandter Begriffe wie ‚nachhaltig‘ und ‚nachhaltige Entwicklung‘ in der Agenda 2030 um die Bedeutung zu bestimmen, die dem Begriff in der Verwendung durch die Vereinten Nationen inhärent ist. Weiters analysiere ich die Forderungen und Konsequenzen, mit denen Politik, Unternehmen sowie Menschen, durch die Verwendung des Begriffs konfrontiert werden. Das Fehlen einer offiziellen Definition des Begriffs ‚Nachhaltigkeit‘, schränkt die Anwendbarkeit der Agenda in gewissem Maße ein. Eine gewisse Offenheit in der Formulierung ist zwar notwendig, um den Konsens aller Nationalstaaten zu erreichen, andererseits fehlen dadurch klare Instruktionen welche Handlungen der verschiedenen Stakeholder diese Agenda fordert. ; The thesis engages in a semantic analysis of the concept ‘Nachhaltigkeit’ (sustainability) as it is used in the German version of the UN-Agenda 2030 for Sustainable Development. Throughout its 250-year long history, the usage and meaning of ‘Nachhaltigkeit’ have changed and it has become a widely used term and important concept by the end of the 20th century. Today it surfaces in debates on climate change and the human impact on the environment, but also in relation to economic and social questions. This is also the case in publications of the United Nations, including the 2015 resolution Transforming our world: the 2030 Agenda for Sustainable Development, in which the concept ‘nachhaltige Entwicklung’ (sustainable development) is of paramount importance. Yet, while the document seeks to describe Sustainable Development Goals, it fails to deliver a clear definition of ‘Nachhaltigkeit’. In this thesis I analyze the use of the term ‘Nachhaltigkeit’ and related concepts such as ‘nachhaltig’ (sustainable) and ‘nachhaltige Entwicklung’ (sustainable development) in the UN-Agenda 2030, in order to pinpoint the meaning inherent in the UN’s usage of the term. I further assess the demands and consequences for politics, organizations and citizens stemming from the scope of the term ‘Nachhaltigkeit’. I find several weaknesses limiting the applicability of this Agenda, due to the lack of a clear, official definition of the term ‘Nachhaltigkeit’. Whereas a certain extent of openness is necessary to reach a consensus among nation states, clear instructions how stakeholders should act are missing due to the failure to provide a definition of the term ‘Nachhaltigkeit’.
