Abstract: This work aims to understand the theories of the literacy process of deaf students, analyze the bilingual approach and find methods that help in the development of these people. Thus, it is based on the principles of a bibliographic research that took place through scientific articles and books, aiming to survey the conceptions of authors such as Ferreiro (1996), Capovilla (2000), Quadros (1997), Skliar (1999) ), Salvador (1986). Literacy for deaf students is a topic that was controversial when discussed, and over the years some methods that can help in the education of deaf students understand the Portuguese language have been studied. by recognition of their culture, their identity and linguistic and educational issues. In this context, the deaf are supported by Law 10,436 and Decree 5626, which regulates the recognition of Sign Language as a means of communication and expression. Even so, it is known that people with deafness go through many difficulties in the literacy process due to lack of training and methodologies that help in their teaching. As a result of this research, it was concluded that bilingual education is undoubtedly the best way to educate and teach deaf people, as their mother tongue, Libras, prevails. ; A alfabetização de alunos surdos é uma temática que era polêmica ao ser discutida. Alguns métodos, ao longo dos anos, vêm sendo estudados com objetivos de auxiliar na educação dos alunos surdos, principalmente, no tocante à compreensão da Língua Portuguesa. Nesse empasse do processo educacional é que a comunidade surda vem lutando por reconhecimento da sua cultura, sua identidade e das questões linguísticas e educacionais. Nesse contexto, os surdos estão amparados através da Lei 10.436 e o pelo Decreto 5.626, os quais regulamentam o reconhecimento da Língua de Sinais como meio de comunicação e expressão. Mesmo assim, sabe-se que as pessoas com surdez passam por muitas dificuldades no processo de alfabetização por falta de capacitação e de metodologias que auxiliem no seu processo de ensino e aprendizagem. O referido trabalho baseia-se nos princípios de uma pesquisa bibliográfica, a qual se deu por meio de estudos, análises de artigos científicos e livros, visando o levantamento das concepções dos autores como Ferreiro (1996), Capovilla (2000), Quadros (1997), Skliar (1999), Salvador (1986). Com isso, o objetivo do presente trabalho é compreender as teorias do processo de alfabetização de alunos surdos, analisar a abordagem bilíngue e encontrar métodos que auxiliem no desenvolvimento dessas pessoas. Como resultado desta pesquisa, concluiu-se que a educação bilíngue é, sem dúvidas, a melhor forma de educar e alfabetizar surdos, pois prevalece a sua língua materna, a Libras.
