A acessibilidade para pessoas surdas nos canais televisivos generalistas em sinal aberto

A acessibilidade aos meios de comunicação é um direito de todos os cidadãos. Em Portugal, a televisão1 está presente em 93,2% agregados familiares/ em 9 em cada 10 famílias (ANACOM, 2020), o que indica a sua relevância no acesso à informação e ao entretenimento. Importa assim compreender se este direito está a ser plenamente assegurado à população surda; ser surdo não é uma escolha e como tal, também não deve ser um fator de discriminação. É com base nesta premissa que nasce esta investigação, que tem como objeto de estudo a acessibilidade na televisão portuguesa nos três canais generalistas em sinal aberto, RTP1, SIC e TVI. A dissertação pretende verificar se na prática estes canais são acessíveis para o público surdo, e qual é o ponto de vista destes telespectadores e dos profissionais que com eles trabalham. Para tal foram realizadas entrevistas exploratórias e um inquérito, e analisadas as grelhas de televisão dos canais. A análise deste tema permitiu concluir que existe uma discrepância entre os canais privados e o canal de serviço público, relativamente ao número de horas e género de programas acessíveis a esta população. Por outro lado, observaram-se também diferenças entre as técnicas de acessibilidade utilizadas pelos canais. De acordo com os resultados, parece haver uma tendência que indica que os media não são inteiramente acessíveis, e que ainda existe um longo caminho a percorrer nesse sentido. Acima de tudo, é necessário tornar os programas mais acessíveis através da interpretação de Língua Gestual Portuguesa e de Legendas – sendo esta última, a preferência dos inquiridos. Melhorar a qualidade de interpretação, o tamanho da janela do intérprete, e a velocidade das legendas nos programas, são outros pontos a ter em consideração. ; Accessibility to the mass media is a right for all citizens. In Portugal, television is present in 93.2% of households/ in 9 out 10 families (ANACOM, 2020), which indicates its relevance in terms of access to information and entertainment. It is important to understand whether this right is being fully ensured to the deaf population; Being deaf is not a choice, and as such it should not be a factor of discrimination. It was with this in mind that this investigation was born, which has as object of study, the accessibility in Portuguese television in the three channels with an open signal, i.e., TP1, SIC and TVI. The dissertation aims to verify whether in practice these channels are accessible to deaf audiences, and what is the point of view of these viewers, and what professionals work with within it. To this end, exploratory interviews and a survey were carried out, and the channels television grids were analyzed. The analysis of this theme has led to the conclusion that there is a discrepancy between private channels and the public service channel, in comparison to the number of hours and genre of programs accessible to this population. On the other hand, there were also differences concerning the accessibility techniques used by the channels. According to the results, there seems to be a tendency which highlights that the media are not entirely accessible and there is still a long way to achieve this. Above all, it is necessary to make the programs more accessible through the interpretation of Portuguese Sign Language and Subtitles – the latter being the preference of the respondents. Improving the quality of interpretation, the size of the interpreter window, and the speed of subtitles in the programs are other points to be considered.
