Abstract:
Le phénomène de l’itinérance signale la nécessité de repenser nos notions et nos façons de voir et de faire autour de la question de la citoyenneté. Une société qui se préoccupe de l’inclusion et de la participation de ses citoyens dans le développement des communautés et des institutions devrait investir dans deux vecteurs fondamentaux. Le premier a trait à l’apprentissage de l’exercice de la citoyenneté et le deuxième, à la nature des organisations et des institutions sociales où peut s’exercer, dès la première enfance et jusqu’à l’âge adulte, la citoyenneté. D’une part, les apprentissages, d’autre part, les contextes. La contribution de la famille et de l’école peut représenter un atout majeur dans la prévention de l’itinérance si on débarrasse nos politiques sociales, aussi bien celles qui touchent la petite enfance que celles qui affectent les enfants et les adolescents, du double langage de la compassion verbale et de l’exclusion économique et sociale. ; The homelessness phenomenon signals the need for us to rethink our notions and ways of seeing and acting with respect to citizenship. A society which is concerned about the inclusion and participation of its citizens in community and institutional development should invest in two fundamental vectors. The first pertains to teaching the exercise of citizenship, and the second to the nature of the social organizations and institutions in which citizenship can be exercised from childhood to adulthood: teaching on the one hand, context on the other. Both the family and school can contribute significantly to preventing homelessness if we rid our social policies, both as much those with respect to early childhood as those affecting children and adolescents, of the double language of verbal compassion and economic and social exclusion. ; El fenómeno de la itinerancia señala la necesidad de replantear nuestras nociones y maneras de ver y actuar en relación a la cuestión de la ciudadanía. Una sociedad que se preocupa por la inclusión y participación de sus ciudadanos en el desarrollo de las comunidades e instituciones debería trabajar dos vectores fundamentales. El primero se relaciona con el aprendizaje del ejercicio de la ciudadanía y, el segundo, con la naturaleza de las organizaciones e instituciones sociales donde ésta puede ser ejercida, de la infancia a la edad adulta. Por un lado, los aprendizajes, por el otro, los contextos. La contribución de la familia y la escuela puede representar una gran ventaja en la prevención de la itinerancia, siempre y cuando se logre eliminar de las politicas sociales, tanto las referentes a la infancia como las que afectan a los niños y adolescentes, el doble lenguaje de la compasión verbal y de la exclusión económica y social.
