Abstract:
A presente tese de mestrado analisa a situação no que respeita o planeamento linguístico e a política de língua nos Estados Unidos da América, dando uma panorâmica geral e concluindo que muitas deliberações no sentido de expandir e apoiar as línguas faladas pelos seus imigrantes encontra fortes opositores, os quais argumentam que todos os residentes independentemente da sua origem devem falar unicamente a língua inglesa. Muitos pesquisadores de diversas áreas da linguística dedicaram-se a aprofundar esta questão, ajudando a aferir da veracidade do pressuposto ideológico do inglês hegemónico ainda existir. Circunscrevendo a investigação sociolinguística que complementa aquele debate, a uma área geográfica com pouco mais de 1 milhão de habitantes, o Condado de Montgomery, foi trazida a lume a situação vivida por uma pequena amostra da população daquela região. Tendo como característica serem imigrantes em território americano, que para além do inglês falam uma outra língua, o português, sendo, portanto, falantes de língua de herança. Em 2020, como muitos milhões de imigrantes por todo o país, também eles sem oportunidade de ter acesso à aprendizagem da língua falada em casa no sistema de ensino público dos EUA. Investigou-se de que modo há 20 anos esta lacuna foi contornada e ultrapassada pela comunidade lusófona, apurando-se como foi que conseguiram estudar a língua que falavam em casa em crianças, bem como, da longevidade com que têm comunicado em português. Por último, deixa-se um registo do historial de criação e sobrevivência de um dos fenómenos mais comuns de resposta encontrada por parte das comunidades imigrantes falantes de português, em todo o mundo: as escolas comunitárias. Que se impunha estudar pela relevância no passado e exemplo de perseverança e empenho, especialmente, quando, por um lado, se sabe que o processo de bilinguismo precoce tem sofrido bastantes avanços na última década, com considerações animadoras e vantajosas para os falantes em contextos linguísticos de herança. E, por outro lado, perante um mundo com um futuro incerto, em particular devido à situação pandémica em curso, embora tudo aponte para um aumento significativo de adesão a novos modelos de ensino-aprendizagem virtuais, o que poderá trazer inovação e esperança para o futuro das escolas comunitárias. ; This Master thesis seeks to analyze the current situation of linguistic planning and policy in the USA. It offers a general panorama, and concludes that many deliberations in the sense of expanding and supporting the languages spoken by their immigrants finds a great deal of detractors, some of whom argue that all those who live in the country should only speak English, regardless of their native language. Many researchers from diverse areas of linguistics have dedicated themselves to deepen this issue, helping to assess the veracity of the ideological presumption that a hegemonic English still exists. Circumscribing the socio-linguistic research which complements that debate to Montgomery County, a geographic area with a little more than one million inhabitants, a small sample of the population was analyzed. This population has the characteristic of being immigrants in American territory, who speak Portuguese, in addition to English – as such they are heritage speakers. Additionally, this population is like many millions of immigrants around the country, who also lack the opportunity for access to learning the language they speak at home in the public education system, up until the year 2020. This research focused on how the Lusophone community was able to overcome this gap, by establishing how they were able to study the language that they spoke at home as children, as well as the longevity with which they have communicated in Portuguese. Lastly, a record has been written on the history of the foundation and survival of one of the most common phenomena created by the Portuguese-speaking communities as a response to the lack of Portuguese classes around the world: the heritage schools. It was necessary to study them due to the relevance of these institutions in the past, and because it is an example of perseverance and commitment, especially when it is known that the process of early bilingualism (as in heritage language contexts) has undergone several advances in the last decade. This is also true when facing a world with an uncertain future due to COVID-19, but that has resulted in a significant increase in new virtual teaching-learning models, which may bring innovation and hope to the future of the heritage schools.
