Abstract:
In den italienischen Alpen siedeln neben der staatstragenden Mehrheit nicht weniger als sieben autochthone Sprachminderheiten. Diese Studie verfolgt das Ziel, erstmals eine bis auf Gemeindeebene reichende kartographische Darstellung dieses ethnischen Mosaiks vorzulegen. Zugleich wird aber auch auf den bislang im wissenschaftlichen Schrifttum unbeachtet gebliebenen demographischen Wandel aufmerksam gemacht, welcher den Erhalt der ethnischen Vielfalt ernstlich bedroht. Durch das im Jahre 1999 in Kraft getretene Staatsgesetzes Nr. 482 sind für die Gemeinden finanzielle Anreize damit verbunden, sich als Minderheitengemeinde auszuweisen. Daher ist es erforderlich, das ethnische Bild mittels zweier Karten auszudrücken: eine nach objektiven linguistischen Kriterien, eine zweite nach der jeweiligen kommunalen Selbsteinschätzung. In der Folge werden die räumlichen Unterschiede diskutiert. Obwohl mit dem erwähnten Gesetz ein erster wichtiger Schritt unternommen wurde, die sprachlichen Minderheiten zu bewahren, kann die territoriale wie auch zahlenmäßige Regression der Minderheiten nicht bestritten werden. In den Provinzen und Regionen, die durch ein Sonderstatut geschützt sind (Südtirol, Aostatal), stellen sich die Probleme jedoch in stark abgeschwächtem Maße. Abgesehen von der Assimilation an die staatstragende Mehrheit steht der Rückgang seit jeher eng in Zusammenhang mit der demographischen Entwicklung in den italienischen Alpen: Während bis vor zwei Jahrzehnten v.a. die wirtschaftlich bedingte massive Abwanderung aus den Peripherräumen zur Dezimierung der Minderheiten beigetragen hat, sind es heute einerseits die daraus resultierenden ungünstigen biodemographischen Faktoren, andererseits auch aktuelle demographische Prozesse. Dabei spielen die Amenity Migranten, also jene neuen Zuwanderer, die das Gebirge als neuen Siedlungsraum entdeckt haben, insofern eine maßgebliche Rolle, als sie die Assimilation verstärken. ; In the Italian Alps, no less than seven autochthonous linguistic minorities coexist side by side with the offi cial majority. The objective of this study is to present a cartographic depiction of this ethnic mosaic – for the fi rst time as detailed as to the community level. At the same time, it draws attention to the current demographic change, which severely threatens the preservation of the ethno-diversity, a fact that up until now has been largely ignored in the academic literature. Due to Italian Law #482, in force since 1999, and the associated fi nancial incentives for the municipalities to identify themselves as minority communities, it is necessary to present the ethnic structure by means of two maps: one according to objective linguistic criteria, a second one according to the respective municipal self-assessment. Thereafter the spatial differences are discussed. Even though with the aforementioned law a first important step was taken to preserve the linguistic minorities, their advancing regression by territorial as well as numerical criteria cannot be denied. In the provinces and regions that are protected by a special statute (e.g. South Tyrol, Aosta Valley), however, the problems exist to a much lesser degree. Apart from the assimilation into the majority population, the decline has always been in close connection with the demographic development in the Italian Alps: until two decades ago the massive migration out of the peripheral areas, caused by poor economic conditions, contributed more than anything else to the decimation of the minorities. Today the causes are on the one hand the unfavorable biodemographic factors resulting from this wave of out-migration, on the other hand also current demographic processes. In this framework, the amenity migrants, those new immigrants who discovered the mountains as a new desirable settlement space, play a decisive role by reinforcing the assimilation process.
