Intelligence Dissemination to the Warfighter

Abstract: This thesis explores the intelligence cycle with emphasis on the dissemination of data from the intelligence community to forward deployed operators, also known as the warfighters. The study focuses on the bottlenecks and other flaws within the IC that may cause delays in getting intelligence reports and products in support of national security to customers around the globe. The IC has undergone several changes since the 2001 terror attacks on the United States, thanks to the 9/11 Commission and the 2004 Intelligence Reform Act. These changes have streamlined bureaucratic processes and budget allocations, but there is still a need to acquire systems and software that maximize data transfer and security. Several commercial companies have designed collaborative tools that claim to support improved data handling. Intelligence Support Server Environment (ISSE) guard is the primary tool the US Air Force employs for exchanging data between the IC and the operators. This thesis will review the advertised upgrade to ISSE along with other tools and provide an unbiased perspective on how these tools might facilitate data dissemination to the warfighters. ; The original document contains color images.
