This article is the result of a study inserted in a project supported by FAPESB and aims to reflect upon the teaching methodology of LIBRAS in São Francisco do Conde (BA) and to propose possible teaching materials that can increasingly improve the quality of teaching. As bibliographical research, it reached the conclusion that it is not enough to have laws in place for the deaf; the adequate training of LIBRAS teachers is necessary, as well as the design of materials that can meet the local reality of the deaf. Inclusion necessarily involves having the deaf integrated to society without discrimination. It also concluded that the teacher's creativity is fundamental in designing teaching materials that approach the reality of the deaf student. ; Português ; A LIBRAS é uma língua natural surgida no Brasil cuja função é de estabelecer a comunicação entre a comunidade surda. O presente artigo resulta de uma pesquisa inserida num projeto apoiado pela FAPESB e visa refletir sobre a metodologia de ensino de LIBRAS em São Francisco do Conde (BA) e propor materiais didáticos possíveis que possam melhorar cada vez mais a qualidade de ensino. É uma pesquisa bibliográfica que, por meio de diversos debates, analisou a questão em pesquisa chegando à conclusão de que não basta existir leis disponíveis em favor do surdo; é necessária a formação adequada de professores de LIBRAS, assim como a elaboração de materiais que possam atender à realidade local do surdo. A inclusão passa necessariamente pelo compartilhamento e integração do surdo na vida em sociedade e sem discriminação. Conclui-se ainda que a criatividade do professor é fundamental na criação de materiais didáticos que se aproximam à realidade do aluno surdo.
