	Abstract: Zentrales Forschungsinteresse dieser wissenschaftlichen Arbeit sind Offene Kanäle, also freie, unabhängige, nicht-kommerzielle und gemeinnützige Bürgermedien, die allen BürgerInnen einen diskriminierungsfreien, gleichberechtigten und kostenlosen Zugang zum Rundfunk gewährt. Neben der ausführlichen Information über den Begriff, die Merkmale, die Theorien, die Geschichte, die Organisations- und Finanzierungsformen, sowie den vielfältigen Funktionen Offener Kanäle, soll in dieser Arbeit einerseits analysiert werden, welche technischen, finanziellen und politischen Voraussetzungen es bedarf, um einen Offenen Fernsehkanal in Südtirol zu gründen und wie ein derartiger Sender konzipiert sein muss, um den Besonderheiten dieser multikulturellen und -lingualen Autonomen Provinz gerecht zu werden. Andererseits soll mit Nachdruck auf die vielseitigen demokratischen, friedensstiftenden, (inter)kulturellen, politischen,medienpädagogischen Funktionen, die besonders in einem Gebiet wie Südtirol, in dem faktisch eine Parallelgesellschaft mit einem ethnisch getrennten Bildungs-, Kultur-, Politik- und Mediensystem für deutsch- und italienischsprachige Südtiroler existiert, an dem es nicht genügend Meinungs- und Medienvielfalt gibt und an dem es an unabhängigen und ethnienübergreifenden Initiativen zur medialen Artikulation- und Partizipation fehlt, aufmerksam gemacht werden. Ziel und Motivation dieses Konzepts zur Gründung eines Offenen Kanals in Südtirol war es, Bewusstsein für die Existenz und die Wichtigkeit von Bürgermedien im Allgemeinen zu evozieren und den enormen (Mehr-)Wert für (basis-)demokratische, bürgernahe und partizipative Bürgermedien in Südtirol im Speziellen, zu verifizieren. ; This study was conducted to analyze and to underline first of all the importance, the need and the requirements of community media in order to establish such a channel in the bilingual and multicultural autonomous province of Bolzano-Bozen, Italy. Community media are defined as non-profit, independent and democratic television or radio stations, where everybody from the local community can choose and create content by themselfs, free of charge and with the support of professional media pedagogues. In my thesis I want to stress in particular the vital role of community media especially for the bilingual province of Bolzano-Bozen, to sustain the intercultural dialogue, to support the tolerance and understanding, as well as to contribute to a better cohabitation between the two major groups in South Tyrol. My major interest lies on the question what it would take to create a community media in that place, what would be the main effects on the communities there and how it should be designed to achieve the diverse goals. The aim of this thesis is on the one hand to inform and aware the readers on the notable role and the various effects, especially for multicultural societies, of community media. On the other hand it can be considered as the beginning of a (hopefully) broad discussion not only among politicians, but also among the german-, italian- and ladin-speaking population in South Tyrol and a pleading for the foundation of a multilingual and intercultural open access channel in South Tyrol.
