O Programa "Ciência sem Fronteiras" (2011-2017) ; The “Science without Borders” Program (2011-2017)
Abstract: Tese de doutoramento em Ciências da Educação (especialidade em Sociologia da Educação e Política Educativa) ; O movimento transfronteiriço da educação superior tem ocorrido num patamar de disputas e conquistas, em que interesses econômicos sobrepõem-se aos sociais, num processo de globalização da educação. No Brasil, entre 2011 e 2017, o Programa Ciência sem Fronteiras [CsF] foi implementado como política de internacionalização do ensino superior e pesquisa. Um total de 73.353 estudantes fizeram mobilidade para os cinco continentes. O objetivo do programa foi promover “oportunidades de experiências educacionais e profissionais voltadas para a qualidade, o empreendedorismo, a competitividade e a inovação em áreas prioritárias e estratégicas para o Brasil”. Dito isso, esta tese analisa a formulação, o desenvolvimento e as aplicações do CsF e suas repercussões sociais e educacionais, por um lado, por meio dos indicadores oficiais das agências de fomento do programa, e por outro, da perspectiva dos discentes partícipes do CsF. Para tal, propus um modelo teórico, a Socioglobalização, do qual emergiu uma proposta de avaliação alternativa, a Socioavaliação, composta por critérios de análise forjados na interrelação entre fatores geográficos, culturais, linguísticos, educacionais, políticos, econômicos, e tecnológicos. A Socioavaliação pode servir como diretriz para a elaboração e avaliação de políticas educacionais, dada sua fundamentação na dialógica entre globalização, internacionalização e Socioglobalização. Como procedimentos técnicos, foi realizada a coleta e o tratamento dos dados secundários e primários. Os primeiros, a partir dos documentos oficiais do programa. Os últimos, por meio da metodologia de grupo focal. Procederam-se análises documentais e de conteúdo da fala discente, esta última por meio da Grounded Theory, e seu produto foi interpretado pelos critérios da Socioavaliação. Quanto às conclusões, verificou-se que o modelo proposto é relevante e que corrobora a mensuração dos indicadores do CsF, que a participação do beneficiário é chave para as formulações e avaliações de políticas educativas, que a perspectiva da Socioglobalização é de inclusão, resiliência, interculturalidade e emancipação, e que os múltiplos processos sociais e/ou políticos analisados nesta tese apontam deficiências no perfil educacional brasileiro. ; Cross-border higher education has taken place on dispute and conquest grounds, where economic interests overlap social values, thus, featuring the globalization of education. From 2011 to 2017, the Brazilian government implemented the Science without Borders Program [SwB] as a policy for the internationalization of higher education and research. In the time lapse, 73,353 students made mobility to five continents. SwB aimed to provide “opportunities for educational and professional experiences focused on quality, entrepreneurship, competitiveness and innovation in prior and strategic areas for Brazil”. That being said, this thesis analyzes the formulation, development and applications of the SwB Program, as well as its social and educational developments from different perspectives, by analyzing both the official indicators of the program's funding agencies and the perspective of participating students. To this end, I have proposed a theoretical model, called socioglobalization, from which an alternative evaluation proposal, socioevaluation, emerged. It is comprised of analysis criteria forged in the interrelation between geographic, cultural, linguistic, educational, political, economic, and technology criteria. Socioevaluation can serve as guidelines for the development and evaluation of educational policies given its foundation in the interaction between globalization, internationalization and socioglobalization. As technical procedures, secondary and primary data were collected and run through analyses. The first, based on official documents of the program. The latter, through the focus group methodology. Both documentary and content analyses of students’ reports were run. The latter through Grounded Theory, and its product was interpreted in the light of the socioevaluation. As for conclusions, they show that the proposed model is relevant and that it corroborates the measurements performed by the SwB’s indicators. They also highlight the pivotal role of the beneficiary's participation to both formulation and evaluation of educational policies. At last, conclusions highlight that the perspective of socioglobalization is one of inclusion, resilience, interculturality and emancipation, and that the multiple social and / or political processes analyzed in this thesis point out deficiencies in the Brazilian educational system.
