Abstract: This study examines the relationship between the status characteristics of gender, race and level of psychiatric disability (independent variable--collapsed, forming "status"), and access to services; service delivery and outcomes (dependent variables) for persons labelled as having a psychiatric disability by the state/federal vocational rehabilitation program. Specifically, focus was directed toward African-American clients diagnosed with a severe psychiatric illness. The population (N = 165,463) chosen for this study were those cases closed in 1988, indicating as the major disabling condition a psychiatric disability. The sample was selected to represent the population (N = 3,276). Status Characteristics Theory was used as the conceptual framework to form theoretical groups based on gender (males N = 1,988 and females N = 1,288), race (Euro-American N = 2,551 and African-American N = 654), and level of psychiatric disability (non-severe N = 1,853 and severe N = 1,423). The general hypothesis is that clients with socially perceived positive characteristics, i.e., male, Euro-American, non-severe, would be treated more favorably by the rehabilitation agencies. Data were analyzed using chi-square, analysis of variance, logistic regression, multivariate nominal scale analysis and dichotomous regression analysis. Results indicated that African-American females diagnosed with a severe psychiatric disability are least successful in being accepted for services; receive fewer different services; have less paid for their case services; have the lowest rate of successful closures (status 26); and have the lowest weekly wages at closure. Euro-American males with a non-severe psychiatric disability were placed into skilled positions more frequently and received the highest weekly wages at closure. Overall, Euro-Americans with a non-severe psychiatric disability received the most positive outcomes. African-American females with a severe disability received the most negative outcomes. Consistently, negative outcomes occurred most frequently for clients with a severe psychiatric disability. Research was recommended to study characteristics of counselors; specific characteristics relevant to successful client outcomes; and the degree of insensitivity or discrimination that may impede equity. ; Ed.D. ; Education ; University of Michigan, Horace H.
