Abstract:
For many postcolonial countries that inherited ethnically diverse populations from their colonial masters, latent linguistic differences can easily evolve into full-blown civil conflicts at the intra-state level such as Myanmar and Sri Lanka. These cases also suggest that a reliance on monolingual instruction in schools, especially a vernacular that is tied to a specific ethnic group in the country, can sharpen ethnic divisions between majority and minority members thereby exacerbating intergroup discord in multi-racial settings. In this study, I argue that the introduction of a second non-ethnic language of instruction in schools should promote greater minority acceptance among members of a majority group. First, an elevated level of proficiency in the second language facilitates the process of recategorization, from a smaller ingroup that is only limited to members who share a common ethnic tongue, to a larger class of ethnically diverse peoples who can converse with each other in the non-ethnic language. ...
