Abstract:
Язык является одновременно одним из существенных факторов, имеющих отношение к структурным характеристикам этнических территориальных автономий, и объектом преференциальной политики в отношении как этнических территориальных автономий (со стороны национального правительства), так и в отношении этноязыковых миноритарных групп, проживающих в границах подобных автономий (со стороны регионального правительства). В статье ставится вопрос о соотношении, с одной стороны, политического веса этнической территориальной автономии, а, с другой, масштаба и институционализированности языковой преференциальной политики, проявляющейся в силе языкового территориального режима. В результате количественного корреляционного анализа (28 случаев) и сравнительного анализа четырех отдельных случаев этнических территориальных автономий (Воеводина в Сербии, Уэльс и Шотландия в Великобритании и Страна Басков в Испании) были выявлены факторы структурного и контекстуального характера, обуславливающие или нарушающие связи между «силой ... : A language is one of the significant factors that determine the structural characteristics of ethnic territorial autonomies. At the same time it is the object of preferential language policy that conducted by both national and regional governments. The article focuses on the question about the interrelation between the strength of autonomy and the scope of language preferential policy institutionalization. Last one is manifested in the weight of linguistic territorial regime. As a result of correlation analysis (the sample includes 28 cases) and comparative-oriented case-study analysis of Wales and Scotland in UK, Basque Country in Spain and Vojvodina in Serbia the structural and contextual factors causing or violating links between the strength of autonomy and the scope of language preferential policy institutionalization were identified.
