Abstract:
'Als eine spezifische Form der Produktion, Verbreitung und Präsentation gesellschaftlich relevanten Wissens hat sich die Sozialberichterstattung heute in den Informationssystemen vieler Länder und supranationaler Organisationen fest etabliert. Die Funktion der Sozialberichterstattung besteht vor allem darin, auf einer adäquaten empirischen Basis 'über gesellschaftliche Strukturen und Prozesse sowie über die Voraussetzungen und Konsequenzen gesellschaftspolitischer Maßnahmen regelmäßig, rechtzeitig, systematisch und autonom zu informieren' (W. Zapf). Dabei geht es primär darum, regelmäßig Informationen bereitzustellen, die eine umfassende Bewertung der allgemeinen Lebensbedingungen der Bevölkerung und deren Wandel über die Zeit ermöglichen. Periodisch erscheinende 'Social Reports', die diesem Anspruch genügen, werden inzwischen in der Mehrzahl der europäischen Staaten - zumeist unter der Regie oder in der Kooperation mit dem jeweiligen Statistischen Amt - veröffentlicht. In Deutschland ist es der 'Datenreport', der dieser spezifischen Publikationsform am ehesten entspricht. Mit einer Serie von erstmals erschienenen Reports wurden nun auch die Lücken in der Verbreitung der Sozialberichterstattung, die bisher besonders im Süden Europas noch bestanden, weitgehend geschlossen.'
