Nesta perspectiva, o porto assume, na atualidade, o papel de um espaço catalisador das transformações urbanas, seja através dos atributos históricos (simbólicos) e/ou estruturais (funcionais). O processo em curso foi analisado e revelado a partir dos seus usos, apropriações e conteúdo espacial, pelo espaço-tempo de acordo com o movimento dialético e as transformações processuais entre a forma, função e estrutura. A fim de fundamentar este estudo de caso, na busca dos pressupostos da geografia urbana e das transformações espaciais, a contribuição de autores, tais como Santos (1985) (1998), Corrêa (2004), Limonad (2003), Lefebvre (1991), Sànchez (2010), Martins (2006), entre outros, foi fundamental. Nestes termos, a cidade do Rio Grande, em se tratando de uma cidade portuária, pressupõe articulações entre as políticas e escalas que condicionam e são condicionadas pela ordem próxima e distante, das convergências e divergências, elementos que foram abordados neste estudo de caso. Estas variáveis articuladas resultam no espaço diferencial, revelado através da análise do local, onde encontramos as nuances dos diferentes tempos vinculados ao processo da formação urbana que perpassa os distintos períodos: a cidade militar, política, comercial, industrial e, por fim, da indústria naval. O local contém as relações entre as dimensões política, econômica e social, imbricadas com as diferentes escalas geográficas que, por conseguinte, resultam no produto socioespacial, isto é, o local onde a vida cotidiana se revela na materialidade através da práxis, das estratégias e atuações dos diferentes agentes. Neste contexto, o Porto Velho ressurge com a proposta de um espaço com potencial transformador pelas possibilidades e estratégias em face à revitalização. Até o presente momento, o projeto da revitalização permanece inacabado, porém nesta trajetória a área do cais do Porto Velho passou a ser apreciada para as atividades de lazer e sob o olhar da geração de emprego e renda, e pelo interesse de transformá-lo em atrativo turístico vinculado às amenidades históricas e belezas cênicas. A pesquisa teve como recorte espacial o Porto Velho da cidade do Rio Grande, enquanto referência ao processo de formação socioespacial, analisando-se pelo viés do planejamento as premissas, o compromisso e o desafio de equalizar os diferentes usos frente às velhas formas e as novas propostas de apropriação da área do cais Porto Velho e sua interface. Neste contexto, o desafio investigatório foi a mediação entre as possibilidades e os conflitos inerentes ao processo, entre o espaço mercadoria e a apropriação para os diversos usos, entre os interesses privados em contraponto aos da coletividade, enquanto espaço democrático e potencializador de desenvolvimento socioespacial. ; This research presents the process of urban formation of Rio Grande City with the Old Port as a guiding thread of socio-spatial relations, which resulted in the urban landscape nowadays. In this perspective, nowadays, the port has the role of a catalytic space of the urban transformations, either through the historical (symbolic) and / or structural (functional) attributes. The process between uses and appropriations were analyzed and revealed from their spatial content, by space-time according to the dialectical movement and the procedural transformations between form, function and structure. To support this study, looking for the assumptions of Urban Geography, spatial transformations, the contribution of authors such as Santos (1985) (1998), Corrêa (2004), Limonad (2003), Lefebvre (1991), Sànchez (2010), Martins (2006) and others were essential. In these terms, Rio Grande City, in the case of a port city, presupposed articulations between the policies and scales* that condition and are conditioned by the near and distant order, and by the convergences and divergences, they all are elements discussed in this study. Therefore, these articulated variables results in the differential space, revealed by site analysis, where we find the nuances of the different times overlapped in the process of urban formation that runs through the different periods: the military, political, commercial, industrial city and finally shipbuilding industry. Under these circumstances, the place contains many relations between the political, economic and social dimensions, overlapped with the diferent geographical scales that, consequently, result the socio-spatial product, that is the place where everyday life is revealed in materiality through praxis, strategies and practices of agents. In this context, the Old Port emerges with the proposal for a transformative potential space by the possibilities and strategies in the face of revitalization. The revitalization project remains unfinished, but in this path the area of the Old Port dock began to be appreciated for leisure activities and to generate employment and income, and by the possibility of making it a tourist attraction, historical amenities and scenic beauties. The research was based, specially, on the Old Porto (spatial area) as a reference to the socio-spatial formation process, where it was analyzed from the perspective of the planning with the premises of the commitment and the challenge of equalizing the different uses of old and new forms of appropriation proposals of the Old Port area and its interface. In this case, the challenge was to mediate between the possibilities and the conflicts inherent in the process, between the commodity space and the appropriation for the many uses, between private interests opposed to the collectivity, as a democratic space.
