Processes for Assessing Outcomes of Multi-national Missions (Processus d'evaluation des resultats de missions multinationales)

Abstract: Multi-national missions require comprehensive assessment that measures the impact of military and civilian actions on opposing forces and the local population. In order to identify and characterize limitations of current assessments and identify best practices, this NATO RTG task group examined current measurement and assessment practices by NATO members in current and recent theatres of operations. The task group also conducted a preliminary study to identify a potential set of core indicators that could provide a high-level assessment of macro change over time to compliment campaign assessments aimed at specific interventions. These core indicators, if used to assess all missions, would allow for cross-mission comparison, a capability that currently does not exist. Based on the findings, the task group recommends that NATO develop the policies, plans, infrastructure and procedures to successfully conduct comprehensive assessments. In order to do this NATO must develop standard assessment procedures and frameworks for use throughout NATO/ISAF and other multi-national operations. This includes common lexicons and definitions used by member nations and a core set of metrics to supplement campaign measures of performance (MOPs) and measures of effectiveness (MOEs) and allow for comparisons between NATO missions. ; Findings of Task Group HFM-185.
